Biometric passport

The consulate of Algeria in Budapest hereby informs all algerian citizens residing within its consular district (Hungary and Slovenia) and registered at the consulate that the procedure of the biometric passport has started.

Every citizen applying for a biometric passport must fulfill the following conditions:

  • Applying for a passport for the first time at the consulate is subject to prior consular registration;
  • The applicant, except children under 12 years, must be present at the consulate when submitting the application and collecting the passport (applications made by post are no longer accepted and the passport can't be sent by mail);
  • Be in possession of the special extract of his/her birth certificate '12s';
  • From 30 April 2016, applicants for biometric passport can lodge their applications at the Consulate without appointment;
  • Submit the file at the consulate.

File content:

  1. The valid consular registration card (copy)
  2. The expired passport;(copy)
  3. The application form click here duly filled and signed by the applicant or by the legal guardian for minors;
  4. The original applicant's special extract of birth certificate '12s';
  5. Marriage certificate or divorce certificate for married or divorced women.
  6. Original and a copy of proof of legal residence in Hungary or Slovenia (leave to remain, student visa, work permit visa, Hungarian or Slovenian passport. For those holding other european passport, please provide the blue card from the home office);
  7. A copy of the blood type card or Written delclaration signed by the concerned person;
  8. Four (04) photos compliant with required standards CLICK HERE FOR STANDARDS  (please write the name and surname at the back);
  9. The work certificate or enrolment certificate  for students or school children;
  10. A copy of a proof of address (any utility bill or address card);
  11. Payment of the passport fees ( 22 200 ft payable by cash only when applying for the passport).

Passport for kids:

A minor is entitled to an individual passport at any age and is no longer permitted to add his photo on his parent passport.

In addition to the documents listed above, the issuing of a passport to a minor (under 19 years) is subject to a written parental authorisation by the father or by the legal guardian who must be present at the consulate to sign the document in the presence of the officer in charge.

Please, be advised that children's birth must be registered with the civil status section (service de l'état civil) of the Consulate prior to the issuance of the passport. Furthermore, the consulate recalls that algerian law imposes that the birth of a child must be declared to and registered with the consulate within 10 days (read more on the registration of births).

Passport fee for kids under 12 years old:  11 100 FT 

Note: the presence of children under 12 years is no longer required at the Consulate either when submitting the application or when collecting the passport. These two operations can now be performed by the child's legal guardian. However, the photos provided must meet the required standards as shown in the top left side of the application for click here   (The application will be rejected if the photographs do not meet these requirements).

Lost, stolen or damaged passport:

If a passport is lost, damaged or stolen, you must report it immediately at your local police station and to the algerian consulate, where you can apply for a new passport.


The replacement passport is issued after cancellation of the lost, damaged or stolen one. This process can take several weeks.

 

In addition to the documents listed above, please provide:

  1. Lost property form issued by your local police station;
  2. If the passport is lost or stolen, you must include in your application the declaration of loss or theft.
  3. Payment of additional fee of 100 euros as a penalty + 60 euros for the new to be re-issued, total would be: 160 euros (to be paid cash ). A stamped receipt is issued to the applicant to confirm the payment of this tax;
  4. Letter explaining in detail how the passport has been damaged.

Tracking & collection:

As the biometric passport is issued in Algiers, the consulate cannot give a processing time. However, applicants can check the status of their applications online by entering the application reference number ( up to 7 digits) shown on their acknowledgment receipts and the date of application  in the tracking passport page click here ;

When the biometric passport is ready for collection, the holder can be informed by email if the email is provided by applicant.

The applicant aged 12 years and older must be present when collecting the biometric passport, the presence of the minors under 12 is not required for the collection which can be done by the father or the legal guardian;

Please note that if you do not collect your passport after six months from the date on which you were informed that it is ready for collection, it will be returned to Algiers for destruction.

Important notes:

  • Applying for a passport for the first time at the consulate is subject to prior consular registration;
  • The applicant aged 12 and over must be present at the consulate when submitting the application for the photo and fingerprints (minors under 12 are exempt from fingerprints);
  • The photo taken at the consulate is the one that will be put on the biometric passport except for children under 12 years. However, the photos provided must meet the required standards;
  • Applications made by post are no longer accepted and the biometric passport can't be sent by mail;
  • Applications for the renewal of passport can be made 6 months before its expiry date;
  • Regardless to  the expiry date of the current passport, applications for renewal can be made if the passport does not contain any plain (blank) pages;
  • The consulate has no express service to process applications, therfore, we advise our citizens not to buy a ticket until the passport is issued;
  • Applications for early renewal of passport when applying for a long validity foreign visa (shengen visa for example) cannot be considered;
  • As we don't make copies at all and we don't accept the file without copies, please provide copies of all original documents.
  • Read in Arabic or French the law N° 14-03 dated 24 February 2014 relating to travel documents.

Passport photo requirements:

Important: Applicants for biometric passport must ensure their photos meet the required standards. If photographs presented do not meet these requirements the application will be rejected.
Please follow these instructions carefully.

General requirements

Photos must:

  • be colour, recent and identical;
  • mesure 45mm by 35mm;
  • be printed on photo-quality paper without borders;
  • Only original photographs are acceptable. Copied or digitally scanned photos of photos will not be accepted. In addition, photos must not be digitally altered or retouched to alter the person's appearance in any way.

Face 

  • eyes must be open and clearly visible, with no flash reflections and no red eye;
  • facial expression must be neutral (neither frowning nor smiling), with the mouth closed;
  • photos must reflect/represent natural skin color;
  • photos must show both edges of the face clearly;
  • photos must show a full front view of face and shoulders, squared to the camera;
  • the face and shoulder image must be centred in the photo, the subject must not be looking over one shoulder (portrait style), or tilting their head to one side or backwards or forwards;
  • there must be no hair across the eyes;
  • hats or head coverings are not permitted except veil for womens and the full facial features must be clearly visible;
  • photos with shadows on the face are unacceptable.

Background

Photos must have a background which: 

  • has no shadows;
  • has uniform lighting, with no shadows or flash reflection on the face and head;
  • shows a plain, uniform and white;
  • photos with dark, busy or patterned backgrounds will not be accepted.

Glasses

  • as the glasses can often show reflection or glare from flash and the frames can obscure facial features, for applicants who wear glasses it's best to remove them to ensure that the photos obtained meet the required standards;
  • photos with dark, tinted or mirrored glasses are not accepted.

New service for citizens whose photo has been rejected

The attention of citizens, whose biometric passport application has been rejected because the photo does not comply with required standards, that they have the possibility, either to send the new photos which complies with the required standards by mail to the consulate accompanied by a copy of the receipt, or to upload online a photo, taken by a professional photographer, through a portal made by the Ministry of the Interior on his website and send it directly to the Direction of the Securities and Secured Documents of the Ministry by using the following link: http://passeport.interieur.gov.dz/Ar/WFPhoto.aspx?CcHt=WFeH
